The first LNG terminal in Finland

Skangas, a subsidiary of Finland’s Gasum and Norway’s Lyse, produces and sells liquefied natural gas (LNG) as fuel for transport and industrial processes in the Nordic market. It takes feed gas, liquefies it for transportation, and distributes it in specially designed trucks and ships to customer facilities, where the LNG is regasified or delivered as fuel via pipeline to end users. Transport terminals are important to the Skangas business, because their customers are usually outside the national gas pipe grid.

On Finland’s west coast, in the middle of the Nordic area, jazz town Pori is ideally situated for trade in hydrocarbons, as it features Tahkoluoto, a harbour specialized in oil and chemical freight. Skangas wanted to add a modern LNG terminal to aid their delivery operations. It needed a storage capacity of 30,000 m3, including an LNG tank, process units, a flare torch, marine and land loading docks, a transformer building, a heat transformer unit, and a connecting pipeline for local customers. It would be Finland’s first LNG terminal.

Neste Engineering Solutions brought their comprehensive EPCM services, including their extensive knowledge of engineering for gas distribution, to the project.

They carefully tailored the technology and integrated the Skangas LNG terminal into the existing harbour infrastructure. Safety was built in from the first FEED conceptual model and was the highest priority throughout the project with extensive process risk evaluations and safety automation assessments guiding all aspects of the design. The project took two years and finished in 2016.

Joining Finland and Estonia with gas

Baltic Connector Ltd, owned and run by the Finnish government, manages the Finnish part of the Balticconnector pipeline project. The intention is to connect the Finnish and Estonian gas grids with a gas pipeline, enabling integration with the EU common energy market. It will build energy security in the region by diversifying both supply and distribution, and allowing easier maintenance. It will also facilitate the opening up of the Finnish gas market.

The project needs a 150-kilometre bi-directional gas transmission pipeline. Eighty kilometres of it is to be offshore between Paldiski, in the north-west of Estonia, and Inkoo, in the south of Finland. The project also requires two onshore gas transmission pipelines in Finland and Estonia, a gas metering station, and two compressor stations, one for each town. Once completed, the transfer capacity of the pipeline will be 7.2 million cubic metres of gas per day.

After a bidding round in 2016, Neste Engineering Solutions was chosen to join an integrated project management team. The company played a key role in building the entire natural gas infrastructure across Finland, and has a lot of experience in the hydrocarbon and bio industries, including many LNG terminal projects. This background made them ideal as a project management services partner for the Balticconnector project. An ongoing operation, the pipeline is scheduled for testing and commissioning in 2019 and should be online in early 2020.
