The company has production operations in four countries, and owns the largest chain of service stations in Finland. In 2009, Neste wanted a new light naphtha isomerization unit for one of their refineries in Porvoo, Finland. After the feasibility study, the project was put on hold during the basic engineering phase due to other priorities at the time, but they returned to it in 2013. They needed a revision of the prior work to add any improvements in technology since the project was paused and multidisciplinary project engineering services to design and supervise the building of the unit. Due to ongoing production schedules, the refinery could not be taken offline for any of the project phases, including construction.

Having started the project earlier, Neste Engineering Solutions was already familiar with the fundamentals of the isomerization unit, so it didn’t take long to revise and update the basic engineering package. This laid down preparations for full EPCM services, and working within the tight schedule necessary to finish and have the new unit ready to ensure Neste could fulfil their client obligations. Careful planning and scheduling of the installation was key to completing the project quickly with minimal disruption to the ongoing operation of the refinery and maximum safety for both project personnel and the Neste employees running the plant.

At one of their refineries in Porvoo, Finland, Neste was planning to switch its primary feed to Russian crude oil, which contains more sulfur. They wanted to convert the extra vacuum oil residue that would result into sulfur-free traffic fuels. For this, they had to build a completely new production line and existing units needed both a large revamping and to be properly integrated across the plant. This was a very big project that would affect the operations of a whole refinery, and they needed a service provider who could ensure continuity of the engineering and manage all the contractors who would be involved.

Neste Engineering Solutions took on the challenge. After a Basic Design package, including a feasibility study and basic engineering, they provided full EPCM services for the design and installation of a residue hydrocracker unit. With their project specifications guiding their activities, Neste Engineering Solutions worked in close cooperation with the vendors, licensors and authorities involved. On any given day, there could be up to 2,000 people on the site, and at one point, 400 Neste Engineering Solutions engineers were involved. The project started in 2002 and took five years.

Even the biggest projects done on time

Neste wanted to update one of their refineries in Porvoo, Finland with a big turnaround project. It required new CDU furnaces, CDU/VDU unit revamps, residue hydrocracker modifications, automation system renewals for the SRU and a reformer, over-the-fence hydrogen unit interconnections, substation renewals and flare system renewals, and many other alterations. Neste could only shut down the plant for 30 days. They needed a service provider who could ensure continuity of the engineering, manage all the contractors involved, and complete a huge amount of work in a very limited time.

After a Basic Design package, including a feasibility study and basic engineering, Neste Engineering Solutions provided full EPCM services for every one of the 180 investment projects required in the turnaround. Their prior knowledge from previous projects within the plant helped to speed up progress, keep costs down, and coordinate the work through vendors, licensors and authorities. Started in 2012, the turnaround was completed within budget and on schedule in 2015.
