Neste’s refinery in Porvoo Finland is among the most efficient and versatile refineries in Europe and produces more than 100 end products to customers globally. Neste’s ambition is to make the Porvoo refinery the most sustainable refinery in Europe by 2030.
Today, the Porvoo refinery has a total production capacity of approximately 12 million tons annually. In addition to processing some 10 million tons of crude oil annually for oil products and for example marine fuels, the refinery has been producing renewable products from 100% renewable raw materials in its NEXBTL™ units for more than 15 years.

To fulfill Neste’s ambition to becoming a global leader in renewable and circular solutions, a strategic study on transitioning the Porvoo refinery fully to a renewable and circular solutions site and ending crude oil refining in the mid-2030s is on-going.
The transformation includes co-processing of both renewable and recycled raw materials and could continue with retrofits of existing units at a later stage. The long-term production capacity for products made from renewable and recycled raw materials is some 2 to 4 million tons per year. The first steps for the change have already been taken.
Over the recent years, the Porvoo refinery has been scaling up liquefied waste plastic processing. Trial runs on processing liquefied waste plastic began in 2020 utilizing existing refinery equipment and have continued with increasing volumes of waste plastic. A facility to upgrade 150,000 tons of liquefied waste plastic per year will be finalized by the first half of 2025. The end product gained in the runs – Neste RE™, a drop-in feedstock for petrochemicals production – is turned into high-quality polymers and chemicals, such as new plastics, by Neste’s partners. Neste is targeting to process more than 1 million tons of waste plastic per year.
In addition, Neste is working on a 120 MW electrolyzer project to produce renewable, i.e. green hydrogen at its Porvoo refinery to further support Neste’s ambition to reach carbon neutral production by 2035. The green hydrogen project has proceeded to the basic engineering phase, and investment decision readiness is expected to be reached during 2024. If an investment decision is made, green hydrogen production could start in 2026.
The Porvoo refinery is located in the Kilpilahti business area, which is the biggest chemical industry consortium in the Nordics. The Porvoo refinery employs some 1,000 persons.
Almost 8 million cubic meters of storage capacity, active harbors and terminals
The overground and underground tanks at the Porvoo refinery contain almost 8 million cubic meters of storage capacity for raw materials and final products.
In Finland, Neste has two harbors and six terminals. The harbors are located in Porvoo and Naantali and discharge some 24 million tons of crude oil, renewable raw materials, renewable and circular products, as well as other end products a year. The end products are delivered to Finnish coastal terminals, the Baltic Sea region, Central Europe, the Americas and Asia-Pacific. Neste’s Porvoo harbor is the biggest in Finland when measured in tons, with 1,100–1,400 ship calls every year.
Neste’s distribution terminals load some 350 trucks a day and are located in Porvoo, Naantali, Hamina, Kokkola, Kemi and Tornio.
